Abstract : The paper discusses the potential of the Navy Navigation Satellite System in predicting the optimum transmitting parameters in high frequency sky wave telecommunications. First, the operational navigational system, which consists of spacecraft, tracking stations, a computational center and a broad spectrum of user equipment, is discussed. Next, the propagation effects of the ionosphere on the satellite radio-doppler observations are considered. Then, the various invasive and non-invasive options of utilization of the navigation system in obtaining ionospheric data are given. (Author)
