Abstract : The study is part of a research program aimed at describing measuring and understanding the personal value systems of Naval officers and their relevance to behavior. Responses of 258 Naval officers to a personal values questionnaire, a job incidents questionnaire, and an organizational effectiveness questionnaire are utilized. The principal methodological finding of this study relates to meaningful relationships between personal values and reported behavior as found only when value groups are formed through a combination of conceptual distinctions made from theory and empirical distinctions. Other major findings of the present study refer to at least two groups of Naval officers who differ markedly in their personal value systems.
