Abstract : Technology is incorporated into an aggregate model of the defense resource allocation problem. The Planning, Programming, and Budgeting System provides a frame of reference. A short survey on the nature and terminology of technology is followed by a component by component explanation of the model. Decision rules for efficient resource allocation are characterized. Variation in the parameters of the model and decentralization possibilities are discussed. A summary which includes a strategy for future research concludes the paper. (Author)
