Abstract : The report is focused on the social and behavioral factors which would affect the usefulness of the EVUNS models for Evaluating the Vulnerability of the National System. Particular attention is devoted to the implications of preattack population movement and postattack labor force organization for the use of EVUNS in describing postattack population and production. The potential for implementing population movements and organized production activities is viewed as a function of the state of social organization and the special organizational and communications capabilities available to support relocation or production tasks. Recommendations are made concerning the potential uses of EVUNS in postattack planning. (Author)
