Abstract : The investigation was conducted to evaluate the model behavior of a resource allocation system in a government research and development laboratory. Resource allocation is concerned with both project selection and rate of progress control (by regulation of the amount of resources applied to each project). The decision process used by the Air Force Flight Dynamics Laboratory (AFFDL) is 'modeled' to show the present and possible future interrelationships between human factors and computer calculations. A method is described for objectively evaluating the 'transfer function' or 'model behavior' of the computerized poriton of this overall decision process with respect ot futurity, timing, risk, uncertainty, payoff values other than profits, and image. These behavior characteristics were determined for the AFFDL based on an evaluation of historical data. (Author)
