Abstract : The report considers the problem of predicting the overall reliability and optimum frequencies of a communications system such as an air/ground system which must be able to communicate over a broad geographical area at various times of day. The report describes a probabilistic method of synthesizing all the frequency and reliability data from the area of communications and calculating the overall reliability as a function of frequency. The method described can be implemented in a digital computer program and can provide a valuable management tool for planning the operation of air/ground systems. (Author)
