Abstract : New and less restrictive filter conditions for the horizontal equations of motion together with the thermodynamic energy equation lead to a more powerful omega-equation in the (x,y,p,t) system. The ellipticity condition for this three-dimensional partial differential equation provides a more general turbulence criterion than Richardson's, which was derived under simplified assumptions. The new condition for the existence of hydrostatic flow also explains the failure associated with the establishment of a certain number. (Author)
