Abstract : The report describes a methodology and model for measuring manpower productivity at naval shore stations. Productivity is broadly defined as the ratio of output per unit of input over time. The necessary equations are described along with definitions of the basic terminology and productivity indices may be computed without the necessity of placing a dollar value on output. Physical quantities of dissimilar outputs may be aggregated from any level of detail desired using the weighting procedure outlined. The model was applied to a naval shore station. Output and input data for a specified range of final outputs form the basis for the productivity index computations. A computer model was designed and utilized to facilitate the computations.
