Abstract : The paper discusses the philosophy underlying the optimality criterion for compound decision problems and shows that the classical criterion is the best possible under a very broad range of circumstances. In particular, this implies that it is not necessary to resort to controversial Bayes arguments to justify existing compound decision procedures. (Author)
