Abstract : The Cultural Revolution has suspended all assumptions about the structure, operation and personnel of China's administrative system. However, the defense sector has not been disrupted to the degree found in other segments of the society. This suggests that no Chinese leadership will in the foreseeable future be interested in negotiating a comprehensive arms control agreement with the United States until such time when its strategic power becomes more nearly equal to that of the Soviet Union and the United States.
