Abstract : The report describes a FORTRAN computer program for making one joint nonlinear estimate of the frequencies and closestpointofapproach (cpa) times for a set of constantfrequency signals radiated from along the length of a single vehicle. The input data for the estimation procedure consists of samples of timefrequency measurements made for each radiated signal, and the output produced consists of estimates of true frequency and cpa time for each signal, the speed and cpa distance of the vehicle, and estimates of the accuracies of, and correlations between, these estimates. This report contains a complete mathematical description of this parameterestimation problem, and operating instructions and examples for the computer program. (Author)
