Abstract : The billet evaluation system designed for Navy use is a modified version of the point rating-factor comparison job evaluation method. The incumbent is asked to respond to a set of questions which represent compensable factors. The average response of incumbents occupying billets at a given paygrade level represents the value of the factor as it pertains to the authorized paygrade of the billet. The sum of the factor averages then becomes a bench mark against which specific billets, existing or planned, can be compared. The system was designed to operate within the Naval Occupational Task Analysis Program (NOTAP). As each rating is surveyed under NOTAP, a set of billet evaluation factors are developed and included in the survey instrument. It is not envisioned that a separate set of evaluation factors or a separate rating scale will be needed for each rating. As additional ratings are surveyed, evaluation factor compatibility will emerge. Occupational information collected during a recent survey of the Aerographer's Mate is used in development of the system. (Author)
