Abstract : Uncertain of an appropriate role in social action, the Army is pursuing a passive response to its responsibility under the DOD Domestic Action Program. No determination has been made of where resources should be applied for maximum benefit. Basic to this determination is the question of State government interest in Army domestic action assistance. The paper responds to that question. Literature and regulation research provide the historical precedent and future trend for Army domestic action. Interviews with Commonwealth of Pennsylvania officials and personal experiences of the authors determined urgent social needs which could be met by Army units without degrading combat readiness.
