Abstract : The essay examines the attitudes and phobias of young Americans with respect to military service in the army reserve forces, and analyzes the reasons why so few of our youth embrace a part-time career in the Army Reserve or National Guard. It predicts the immediate and long term effect of a reduced or lapsed draft on reserve recruitment, and discusses the effect of unit and battalion leadership with respect to retention after mandatory service. Factors which will entice recruitment and retention are enumerated. Those items feasible within the authority of the leadership structure are stressed. Items which could be effected by legislation or executive action are also suggested. (Author)
