Abstract : The report describes a comprehensive model for estimating observer distances from nuclear detonations for criteria based on temperature rise. Detailed descriptions are given for all factors which influence observer distances. Scaling relationships for the nuclear weapon thermal pulse are derived for a wide range of altitudes and yields. Exemplary results are shown for safe observation. A sensitivity analysis based on calculated observer distances gives an estimate of prediction quality. (Author)
