Abstract : The report outlines how design to cost imposes constraints on the periphery of the development organization and gives to project managers the autonomy required to carry out the task. By substituting simple external constraints for detailed regulation it allows both the customer and the developer to operate more efficiently. It is a means of placing a weapons acquisition project, for example, on a more acceptable portion of the performance-cost curve.
