Abstract : The report examined potential technological solutions to the problems caused by continuing rapid growth of electricity demand. It finds these technological solutions by themselves are inadequate. It concludes that there is a clear need to consider and evaluate policies that attack the root of the problem--the rapidly growing demand for electricity. Combined with other policies to stretch the fuel resource base, a policy of slowing the growth of California's electricity consumption could provide us with sufficient time for the resolution of current controversies and the development of new environmentally compatible supply technologies.
