Abstract : The United States Air Force must conduct an on-going aircraft modification program to maintain a safe and combat-ready aircraft fleet. This large modification program necessitates an intricate management structure to review, approve, co-ordinate, and implement the total program. There is evidence to indicate that misunderstandings of organizational responsibilities exist, which result in frequent deviations from established procedures. This causes program cost growth, stretch-outs, delays, improper decisions, and other time consuming and expensive problems. The report was intended to determine if misunderstandings of assigned responsibilities exist in the management of the Air Force Aircraft Modification Program.
