Abstract : The emphasis on economic use of resources, and the necessity to justify and account for each dollar spent, has required more research into ways and means of collecting costs of public programs. Aircraft modifications have been the subject of increasing concern, and the Air Force has been criticized for not being able to identify all costs of an aircraft modification. The research is an effort to determine what significant costs are involved in Class 4 aircraft modifications, and which of these have been included in modification approval procedures. Present modification processing procedures habe been presented to enable an understanding of how costs have been collected.
