Abstract : This report documents the system of manpower planning models known as the ELIM-COMPLIP system. This system is used by the Army to produce official manpower programs, i.e., forecasts of strength, gains and losses for the Active Army and the program by which Reserves are brought on active duty for training. ELIM (Enlisted Loss Inventory Model) forecasts losses to the enlisted population and COMPLIP (Computation of Manpower Programs Using Linear Programming) computes an optimal manpower program, where the user has several options with respect to the criterion or sequence of criteria for optimality that is used. Volume I of the report, which is a general overview of the system, discusses the purpose and development history, gives a brief description of the system and discusses some of the operational experience.
