Abstract : Two tools of the MODIA process are presented, an 8-step semiautomated sequence for designing and assessing many alternative instructional systems before putting the most desirable one into use. The first tool is a questionnaire for stating general policy, which allows the planner to formulate teaching policies that conform to a teaching institution's goals for its students. Once the planner has determined what type of student population he will be teaching, based on answers to the questionnaire, he formulates strategies of instruction using the second tool, DISTAF. For its use, the planner has two aids: (1) a user's manual that presents the choices available regarding how and by what means the students could be taught, and (2) a JOSS computer program for keeping track of decisions the user makes while reading through the Manual.
