Abstract : The essay reviews the historical background of military manpower procedures in the United States and continued national attitudes concerning personnel procurement with special emphasis during periods of war. The All-Volunteer Force with particular reference to the President's Commission, directed by The Honorable Thomas S. Gates, is evaluated for both advantages and disadvantages. The conclusion is made that the All-Volunteer Force is not acceptable and recommendations are made towards implementation of a continued draft with more favored personnel management and procurement policies.
