Abstract : Part one of the study compares the features of the systems concept of planning outside of government, to the functions of planning, programming and budgeting as applied in the Department of Defense and the Department of the Army. The comparison is made in the general areas of concept, features and framework. Part two is a detailed analysis of control under the systems concept as compared to control at the installation level in the Army. The study concludes that there are many areas of correlation between planning under the systems concept and planning, programming and budgeting in the Department of Defense. The systems concept, however, is much broader and requires that all management procedures be integrated toward the same goal. (Author)
