Abstract : The essay examines the theory and current practice of meeting the threat of protracted revolutionary warfare. It offers an array of activities involving continual interference in the affairs of a target nation. In the more active phases of insurgency, consideration is given to the idea of democratic revolutionary insurgency as an alternate counter-strategy. Although the important role of the military is acknowledged, the emphasis is on increasing the type of civilian responses. (Modified author abstract)
