Abstract : The definitions of command and management in Army Regulations 1-24 are contrasted with the concept of managing incorporated in the best civilian theory and practice. The implications--such as potential organizational and functional change in general (i.e. coordinative) staffs, integration of intelligence and comptroller functions, career development for planners and intelligence specialists, better control by commanders, and more cost-effective use of staffs (particularly in peacetime)--of a broader military concept of managing are then explored.
