Abstract : The oceans of the world have always influenced our nation's strategic concepts. By 1980, because of the rate of current change in exploitation of oceanic resources, the oceans will have a new, largely economic, effect on strategy formulation. Projected 1980 oceanic resource usage gives economics and life support importance such that oceanic resources will be vital to the security of the United States. Predictions regarding the strategic importance of oceanic resources follow consideration of changes currently in process, reference to the present rate of oceanic resource utilization, and projection of 1980 usage levels. Comments are included on complicating legal factors, and contrasting opinions on trends.
