Abstract : The report documents a study of the Central Altitude Reservation Facility (CARF) of the Federal Aviation Administration. CARF has the responsibility for approving airspace reservations for missions that in general could not be accomplished without a reservation. The study was undertaken to determine whether the use of automation techniques could improve the efficiency and accuracy of the CARF operations in a cost effective manner, and to evaluate the impact of implementing CARF automation via the proposed Air Traffic Service Headquarters Computer.
