Abstract : The study seeks to determine how software development progress and product quality may be measured and what impact variances from required product quality and established schedules and budgets have upon project success or failure. Accordingly, a list of candidate milestone products is produced, potential indicators of satisfactory or unsatisfactory progress and quality are identified, and the impact of variances on future project performance is predicted and the criticality of the indicators estimated. Finally, the ability of currently specified software documentation standards to meet configuration control requirements is evaluated, as is the impact of granting waivers and exceptions to the specified standards.
