Abstract : The study examines military training to meet the varying levels of mobilization requirements. The author contends that the optimum balance between cost, strength, and public support can best be achieved with a combination of: (1) a highly-paid volunteer force of career 'regulars', (2) a backup, active defense force of short-term volunteers or draftees, (3) a strong reserve, (4) a short Universal Military Training and Classification program, and (5) an optional Universal National Service Program.
