Abstract : In previous theories of optical communication, the freedom of quantum state generation has not been taken into account. In this work, the potential performance improvement is investigated when such freedom is included in the design of the quantum transmitter and the quantum receiver. The properties of a new class of radiation states are developed for applications to such state generation for the additive noise radiative loss channel. With state generation in the quantum receiver, it is shown that one can eliminate the quantum noise for the strongly attenuating channel. With state generation at the quantum transmitter, one can further increase the capacity to near optimal both in the classical and the quantum limit. The resulting performance gain is tremendous for typical optical parameter values, and practical means of realizing such systems should be sought. (Author)
