Abstract : A method for finding conditional linear estimators having a minimal mean square error among all linear estimators is presented. The method is used to find and table estimation coefficients for the three parameter Weibull distribution. Tables are presented for sample sizes 2 to 15, and for eleven values of the shape parameter: 0.5(0.25)2.0(0.5)4.0. Estimation coefficients are presented for both uncensored samples and samples single censored from above. A method for finding simultaneous estimators is also presented. (Author)
