Abstract : The report presents guidelines for establishing Data Base Manager staffs for information systems with many input sources, remote terminals, high transaction rates, continuous updating, use of files for different purposes, and need to control access. General agreement exists on the need for unified coordination, monitoring, and control of data base operations. Centralized testing, certification, and control of application programs and system software are essential because of the rapid propagation of errors. Despite varying opinions of how the DBM work should be organized and whether the staff should be specialists or generalists in information systems, it is agreed that success requires high quality, highly motivated personnel with excellent communication and human relations skills, experienced in both data processing and user operations.
