Abstract : Objective new optical surface quality specifications and tests for demonstrating compliance of optical components with the specifications are required both by government and throughout the optical industry. The scratch and dig specifications presently in use are inadequate since (1) they address only the problem of macroirregularities on the surface and thus are not necessarily directly related to system performance, and (2) compliance is determined in a subjective manner. An indirect relationship between scratch and dig specifications and system performance often does exist, which if understood may make it possible to extend and quantify these specifications. In this way the system designer can be provided with an objective means for determining adequate specifications for optical components while still minimizing their cost. The relation between surface quality and light scattering from optical components is discussed and an optical functional tester now under development for measuring surface quality and optical performance is described.
