Abstract : The paper pilot concept has been applied to many specific tasks in an attempt to prove its capabilities. One of its chief problems was that no pilot rating expression to date was able to be expanded to data beyond the data base that it was developed on. This roll paper pilot was developed using the state of the art methods and then was expanded to another data base successfully. Since all data bases have been exhausted, further testing was not possible. The report contains the development of the state variable model for the system and the method used to develop the pilot rating expression. The data used for the development and testing of the expression is presented in tabular and graphical form in the appendix.
