Abstract : Today Latin America is in a constant state of change, a situation brought on by a surge of individualism, nationalism, and complete dissatisfaction with US-Latin American policies. The Soviets view this present state as an opportunity to increase their influence and presence in the Americas and at the same time the US position on the continent. This essay looks at the recent developments in the foreign relations between the Soviets and Latin America Stressing the effects of expanding Soviet trade, aid and assistance in order to make a determination of its significance to US strategic interest in the Western Hemisphere.
