Abstract : The basic question is whether the National Guard can maintain its strength at four hundred thousand in the Army Guard and ninety thousand in the Air Guard, in a Zero-Draft environment. Research was conducted to explore problems associated with peace-time recruiting/retention and to determine the needs to overcome these problems. The Mississippi recruiting program was discussed, evaluated, and recommendations made. It was concluded that National Guard strength levels can be maintained if proper organization and effort are used. (MODIFIED AUTHOR ABSTRACT)
