Abstract : The thesis treats the need to understand the effects of environmental factors on naval strategy. Studies are made of the navies of the United States and Soviet Union with several examples of how these factors have influenced naval policy in the past. A detailed examination of these factors such as political issues, economics, and Third World nationalism, illustrates how significant these subjective elements of naval strategy are in determining policy judgments.
