Abstract : The first section of this thesis is a brief review of the conventional approach to performance appraisal, and attempts to point out some evidence of its deficiencies and obsolescence. As a result of these deficiencies, researchers worked to develop appraisal techniques that would optimize the reliability and validity of appraisal judgments. The second section discusses some philosophies in this regard, and the third section looks at behavior in the work situation and major variables affecting performance. In the fourth section, the philosophy and the system of management-by-objectives (MBO) are discussed, and some advantages of appraisal-by-results, as a part of MBO, are given. (Author)
