Abstract : The study investigates the Army's officer efficiency reporting system, i.e., an investigation of the officer corps' confidence in the system. Data were collected by field survey techniques--a five part questionnaire and in-depth interview. The study provides explanation of why raters rate as they do, as well as reasons why officers have or do not have faith in the officer efficiency reporting system. The recommendation is that the Army formulate a 'confidence strategy' to build faith in the system. Annexes include supporting data on rating behavior and confidence as well as an annotated bibliography on recent and contemporary developments in executive appraisal. (Modified author abstract)
