Abstract : The AATMS study was initiated to evaluate various concepts of fourth generation air traffic control in the 1995 era. The purpose was to aid in the long-range planning of research and development, and to identify areas that appear the most promising for early preparation for the fourth generation. The report discusses the system cost analysis of an extension of the upgraded third generation ATC system. Cost estimates are presented for the surveillance, communications, and navigation subsystems as well as for the control centers and controller staffing.
