Abstract : The computer-based specifications cost analysis study measured the absolute and relative efficiency of three methods of specification preparation: conventional typewriter based, magnetic tape selectric typewriter (MTST) based, and computer based. The computer-based method employed a keyboard/printer terminal linked to a time-sharing computer, using a text-editing computer program. The test procedure involved a controlled, repetitive preparation of representative samples of six Corps of Engineers guide specifications. The results indicate: (1) the computer-based method costs are 55 percent of MTST method costs and 39 percent of conventional typewriter method costs; (2) MTST costs are 72 percent of typewriter costs.
