Abstract : The paper considers the rising personnel Cost of DOD and discusses the cost issues related to the substitution of civilians for military personnel. While most recent research has sought to define and accurately measure the costs of both military and civilian personnel, the author states that this should be only the initial point of departure and that any decision to proceed with civilianization should consider both trends which are external to but affect the issue together with the impact that a decision for civilianization might have upon the current relative costs of civilian personnel.
