Abstract : The research focused on an evaluation of the impact of the Davis-Bacon Act on one construction project currently in effect at Wright-Patterson Air Force Base, Ohio. Research was focused upon the specific DOD contract chosen for this study. Interviews were conducted with base procurement and contractor personnel. Additionally, a thorough review of the wages actually paid on the project was made; and a brief wage survey of the local area conducted. The interviews, the wage review, and the survey indicated that over the entire period of contract performance, increased administrative and direct labor costs to the contractor would total about 1.55 percent of the total contract price of slightly over $12 million. DOD Davis-Bacon administrative costs were estimated to total 0.0145 percent of the total price. (Modified author abstract)
