Abstract : In order to correctly estimate the atmospheric attenuation of far infrared and submillimeter radiation due to scattering by cloud and rain particles it is necessary to know the corresponding optical constants of water with good accuracy. These constants, consisting of the real and imaginary parts of the complex index of refraction, are essential parameters in the use of the applicable Mie polydisperse scattering theory. They are highly wavelength dependent and, for the spectral region of interest, they could be measured only recently thanks partly to the newly available maser sources and sophisticated laboratory techniques. The most consistent sets of optical constants for water and ice are presented graphically by means of convenient plots and curves on a single figure allowing interpolation for any wavelength with reasonable accuracy.
