Abstract : Most short-horizon internal-resource allocations in the USAF are made through schedules. The report develops a methodology for estimating the potential gains in improving resource allocation and specifies approaches to attain the possible payoffs. Performance measures are identified that permit evaluation of the contribution of a schedule to total organizational performance. Schedules at a sample of SAC (Strategic Air Command) wings are evaluated. General specifications are made for man-machine systems to aid scheduling and additional research is outlined.
