Abstract : The essay deals with strategic nuclear forces to achieve a sufficient degree of diversification to hedge against both foreseeable and unforeseeable risks, and to enable the U.S. to continue to make available to the President a reasonable range of strategic options as USSR and PRC capabilities evolve. A short history of strategic nuclear forces since World War II is included to stress the evolution of US and Soviet strategic capabilities during the past two decades.
