Abstract : The objective of this project was to develop a technique for allocating manpower in military and civilian police applications. The technique was to find an optimum allocation in terms of workloads equalized between the patrolmen. A secondary objective was to show the application of technique by performing an analysis of the Texarkana, Texas police patrol force and by making a recommendation on the patrolmen allocation based on the allocation technique. A previous allocation study is discussed. A study conducted on the effectiveness of preventive patrols is summarized. The allocation technique which used three computer programs, is explained. One chapter discusses the use of the computer programs. (Author)
