Abstract : The object of the DPRS (Dynamic Preferential Runway System) is to break up long periods of continuous community exposure to aircraft overflight with periods of respite, while still distributing overflight as equitably as possible. A community disturbance model is described which forms the basis of determining when to break an exposure period. This model considers each operation occurring, giving appropriate weight to the more disturbing night and evening operations, adjusting for increased community sensitivity during weekends and on holidays, and accounting for the number of people exposed and the intensity of the exposure.
