Abstract : The paper defines conceptually and empirically the HERWEGA effect--the tendency for organizational change clients to transfer attitudes from preceding to subsequent organizational interventions. In one division of a northeastern public utility, client attitudes toward intergroup intervention, a later program, were related to their prior participation and evaluation of a job enrichment program. The most positive attitudes toward the new program were held by those who had not participated in the preceding intervention but felt favorably toward it, while the most negative attitudes toward the later effort were held by those who had participated in the earlier program and evaluated it negatively.
