Abstract : This report presents a detailed description of the paperwork practices of shipboard enlisted personnel in 12 technical ratings aboard eight destroyers and analyzes the scope and variability of such paperwork. This study was undertaken as a result of continuing concern over the possibility that technically-trained personnel were spending a considerable portion of their time on paperwork not directly essential to the performance of the technical duties of the rating. The results of this study indicate that the time devoted to paperwork averaged 3.3 hours per week per man and that over 75% of this paperwork required some degree of technical knowledge associated with the rating. This suggests a practical limitation upon achieving appreciable saving in time by reducing the non-technical paperwork. The results also reveal great variability in the paperwork practices within the organizational groups studied, both in terms of time expended and specific forms used. The most consistent findings indicate that the higher pay grades have a disproportionately heavy paperwork workload, in relation to their numbers, and that E-4's generally have a relatively small paperwork workload.
